Supreme Council Passed Law "On Making Alterations to Certain Legislative Acts of Ukraine As For Protecting Cultural Heritage"

The Supreme Council passed a law "On making alterations to certain legislative acts of Ukraine regarding the protection of cultural heritage" on May 11, 2010.

rada8.jpgKYIV –  The Supreme Council passed a law "On making alterations to certain legislative acts of Ukraine regarding the protection of cultural heritage" on May 11, 2010. The law aims to improve the current law of Ukraine in the area of protecting cultural heritage, in particular, by increasing the responsibility for violating its requirements, clarifying the powers of the state authorities in charge of protecting cultural heritage, passing regulations to preserve the monuments of history and culture, and so forth, reports the press service of the Supreme Council.

According to the law, "violations of the requirements of the law on protecting cultural heritage: avoiding signing agreements to protect monuments of cultural heritage; violating the conditions of using monuments of cultural heritage; violating the conditions of a historic-cultural reserve or historic-cultural reserved territory; carrying out restoration renovation on a monument of cultural heritage, changing the intended use of a monument of cultural heritage, its parts and components, inscriptions, marks on it, at its territory and protected zone without a written consent of the respective body in charge of the protection of the cultural heritage; avoiding transferring over movable objects found during archeological surveys or immovable objects of cultural heritage to permanent storage in museums (state stocks) where museum objects and collections are kept, which are state property and belong to the state division of the Museum Fund of Ukraine, entails the imposition on citizens of a fine of the amount of fifty to one hundred tax-exempt minimums of the citizens' income and, for officials, from one hundred to one hundred and fifty tax-exempt minimums of the citizen’s income.”

Non-fulfillment of lawful requirements of officials of the bodies in charge of protecting the cultural heritage as to removing the violations of the requirements of the law on  protecting the cultural heritage or obstructing their activity entail the imposition of a fine to the amount of fifty to one hundred tax-exempt minimums of the citizen’s income.
