During the plenary session of the Russian Orthodox Church's Hierarchical Council held at the Holy Trinity St. Sergius Lavra on July 19, 2023, Kirill launched accusations against the Ukrainian Greek Catholic Church (UGCC).

Kirill's report was disseminated on the official website of the Russian Orthodox Church.

"The Greek-Catholics are among the ultimate beneficiaries of numerous unlawful seizures of Orthodox churches in Ukraine's territory... The very idea of the Union has already caused countless sufferings to Orthodox Christians in the territories of the Polish-Lithuanian Commonwealth... It is enough to recall the forced Polonization and Catholicization of the Russian Orthodox population in Western Russian lands. The devastation of Orthodox dioceses in Western Ukraine in the early 1990s," he said, pointing to the active participation of Greek Catholics in the events of the 2013-2014 coup in Kyiv. He further stated, "Today, the Greek Catholics have fully identified themselves with overtly nationalist trends in Ukraine and have become accomplices of the Ukrainian authorities in implementing their discriminatory policy towards the canonical Orthodox Church.
