This document is the product of extensive consultations with government officials, civil society organizations, religious or belief communities and academic experts. Meetings to collect feedback on draft versions of this publication, held in Almaty, Brighton (United Kingdom), Brussels, Kyiv, London, Ottawa, Vienna, Warsaw and Washington D.C. between October 2016 and April 2018, brought together some 165 individuals (90 men and 75 women) from a wide range of backgrounds. Special thanks are due to all those who participated in this consultation process. Advice on the document was also sought from ODIHR’s Panel of Experts on Freedom of Religion or Belief.
