Ihor Lutsenko wrote about it in his blog in the “Ukrainian Truth.”

“The Court authorized construction near the Sophia of Kyiv. According to persons who attended the trial, the main argument of the developer was “but we invested loads of money there!” Lutsenko writes.

He reminded that when the Head of the Kyiv City State Administration, Oleksandr Popov came to Kyiv, the construction was “frozen.” As of that moment, one third of the foundation pit was dug and one and a half stories were built on one side.

The main thing inherited by Popv was silence at the sight. The construction was suspended under the pressure of the authorities. Popov’s task was simple: at least to preserve the silence and to prevent resumption of the construction,” said the author.

Popov stated that he would  stop the construction, but the building near Sophia has grown up to the size of a seven-storied building.
